JEnnifer Willcutt DCS Adoption Manager Fraud

In January, 2020, Michael Robertson was celebrating his birthday with the reinstatement of his parenting rights by the Arizona Appeals Court, based on DCS and the AG’s office due misconduct. His home was filled with excitement and cheer from the community as celebrations were abound with the return of his two minor children to his care after a two-year separation.

Jennifer Willcutt, DCS adoption manager, had a much different agenda for the Robertson family in January, 2020.

Jennifer Willcutt was charged, with co-conspirators Assistant AG Eleni Vaita and DCS supervisor, Joelle Higby, to violate Michael Robertson’s parenting and constitutional rights, on a second non-evidentiary severance petition regarding his two minor sons.

This scheme to violate a fit parent’s rights was hatched with the motive of destroying a heavily fit parent by DCS, in order to mitigate liability in civil rights violations against Mr. Robertson and his family between 2018 and 2019.

Jennifer Willcutt and Joelle Higby Raided the Mental Hospital for witnesses to assist the State’s case!

In January, 2020, while in the foster care of Robertson’s severely mentally ill (SMI) adult children, at the bequest of DCS and Jennifer Willcutt, Amanda Bacolas falsely reported to the Court the Plaintiff abused his minor children.

This bizarre, offensive, and highly inflammatory report to the Court by Defendants Joelle Higby and Julie Wilcutt in March, 2020, was knowingly false and a grotesque civil rights violation against a survivor of two sexual assaults against his own daughters.

On March 25, 2020, Robertson’s two minor children were taken from the care of their SMI older siblings and given two forensic interviews. On each interview, the minor children uncategorically denied the Plaintiff ever abused them, or if any obscene abuse had ever occurred. The Plaintiff’s children denied any such abuse ever occurred, by anyone. At the time of these forensic interviews the Plaintiff had no contact with these minor children for 10 months.

After Robertson’s two minor children denied any abuse by Plaintiff in their March 25, 2020, forensic interviews, Defendant Jolle Higby filed a knowingly false report and pleading to the Juvenile Court on March 29, 2020, that the Plaintiff was suspected of abuse of his minor children, when the evidence in this Defendant’s possession at that time indicates that report to be knowingly false and a violation of Michael Robertson’s civil rights.

Robertson claims those civil rights violations by Jennifer Willcutt was part of an overall pattern of DCS conduct, to violate his parenting rights and custody of his minor children, whose custody was necessary to bring litigation as their parent on behalf of those children, and to sever Mr. Robertson’s parenting rights to negate his ability to litigate against Julie Willcutt and her co-conspirators in these several matters.

Kalin Wynne, was brutally raped by registered sex-offender, Phillip Menting in 2009, while under the care of her biological father. Phillip Menting is serving a 35 year prison sentence in Arizona for those crimes against Kalin Wynne and Plaintiff’s family. Amy Powell, a family friend who came to the assistance of Kalin Wynn during this rape, was also assaulted. Ms. Powell committed suicide in 2019, believed as a result of the trauma from these events in 2009.

Amanda Bacolas, Narrative Forensic Interview, March 25, 2020…

Jennife Willcutt’s narrative to the Surprise Police Department and the Juvenile Court:

On this forensic interview narrative to DCS, Amanda Bacolas made the following knowingly false statement, “It is believed the father may have molested the boys because it was reported the father molested another child of his, Kalee [Kalin Wynne]. Kaylee is now an adult however, reportedly when it happened, he had claimed it was someone else and forced her to lie about it ans say it was another guy [Phillip Menting]. When she turned 18, she told the truth about it” (Paragraph 5, Page 1).

i. Kaylee [Kalin Wynne] is reportedly the only child who claimed her father sexually abused her.” (Paragraph 6, Page 1).

ii. Amanda and Jennifer Bacolas gave testimony to DCS in 2009 that Plaintiff was a fit and safe caretaker for placement of rape victim and step-daughter, Kalin Wynne.

This false narrative that Plaintiff was the perpetrator of this highly documented rape was supplied to the Surprise Police Department on that forensic interview, these false and highly inflammatory allegations appeared on the narrative for Amanda Bacolas’ forensic interview, and defendants Julie Wilcutt and Joelle Higby presented that narrative to the court as a factual narrative of past abuse by Plaintiff. 

At the bequest of Jennifer Willcutt and DCS, between February, 2020, and June, 2020, bizarre forensic interviews were taken from these severely mentally ill NPD relatives, which included admissions of serial child kidnapping by the Plaintiff, child rape, child disfigurement and dismemberment to hide the crimes of child kidnapping and rape, and putting dogs in bags and committing animal abuse by slamming animals against walls.

This bizarre testimony was successfully impeached by Plaintiff’s attorney, DeeAn Gillespie, in June, 2020, based on 23 previous years of testimony by these same witnesses attesting to the fitness of the Plaintiff as a parent, a paternity fraud perpetrated on an African American man by Jennifer Bacolas, against victim Marcus Moore (on the paternity of a Caucasian, blonde hair, blue eyed, baby boy), the self disclosure by one wittiness on permanent social security disability (SSDI) for severe mental illness, that he was also schitzoaffective.

1. In 1992, Plaintiff saved his neighbor from an assault by a gang, at the time of the Rodney King riots. The event was a skirmish in Phoenix during those riots at 5530 N 17th Ave., Phoenix, AZ 85015

The neighbor was Jose Ramon Favella Ramirez.

Mr. Favella and his family became close friends and neighbors of the Plaintiff, the defendants, and his family. Jose Favella and his wife claimed to be the “adopted god parents” of Defendants Amanda and Jennifer Bacolas, and were in the Plaintiff’s home with the defendants for years and had a personal and close relationship with the family.

In 1996, Mr. Favella’s sister was brutally murdered and her body dismembered by her husband in the state of California. This event caused great trauma to both families.

In 2002, the minor son of his deceases sister visited Arizona and accidentally discharged Mr. Favella’s handgun, while his nephew was in possession, striking the boy’s 16 year old girlfriend in the head, killing her.

Jose Ramon Favella Ramirez never recovered from those events. Jose became a violent person.

Jennifer Willcutt and the Bacolas sisters grotesque story of child dismemberment based on true life events!

With the assistance of Julie Willcutt, in 2020, when Defendant Amanda Bacolas contrived false statements of Plaintiff’s dismembering children’s bodies etc., Michael Robertson refused to contact the Favella family.

Jose Ramon Favella Ramirez would have come unhinged at the knowledge of defendant’s use of false accusations of child dismemberment, in light of the trauma he experienced with the dismemberment murder of his own sister. The Favellas were in Robertson’s home on a daily basis during the times of the false abuse reported by Defendant Jennifer Bacolas.

Robertson believes Jennifer Willcutt and DCS was encouraging Amanda Bacolas to make accusations of child dismemberment, to make the credible witnesses of the Favella family useless in light of the obvious potential of harm disclosure of the those accusations would cause the Defendants by Jose Favella.
